On 9-15-06, while reading from a script, Bush said: "He told us the operatives had been instructed to ensure that the explosives went off at a point that was high enough to prevent people trapped above from escaping." (full speech) This admission, albeit through a lie that 9-11 "mastermind" Khalid Sheikh Mohammed said it, is a smart move by the perpetrators, really. Conspiracy theorists were right in a way, Bush concedes.
